What a PAIA Manual is

PAIA is South Africa’s Promotion of Access to Information Act (Act 2 of 2000). A PAIA Manual is a document that explains what records a private organisation holds and how a person can request access to those records.

Sterdts’ PAIA Manual is intended to make the access-to-information process clear and consistent, including the forms, fees, and steps required for a request.

What Sterdts’ PAIA Manual covers

The PAIA Manual includes, at a high level:

  • The purpose and scope of the manual, including key definitions.

  • Guidance published by the Information Regulator on how to use PAIA.

  • Categories of records that may be available without a formal PAIA request (where applicable).

  • Categories of records available under other legislation (where applicable).

  • The main subjects on which Sterdts holds records, and the types of records held under each subject.

  • The request process, including forms and applicable fees (Annexures).

  • How the manual is made available and how it is updated.

For the complete list and full wording, download and use the official PDF.

Who can use this manual

You can use the PAIA Manual if you need to request access to records held by Sterdts (Pty) Ltd to exercise or protect a right. Requests can be made by individuals, businesses, or authorised representatives (with proof of authority).

How to request access to records (step-by-step)

  1. Download and complete Form 2 (included in the PAIA Manual PDF annexures).

  2. Provide enough detail to identify:

    • the record you are requesting;

    • the requester’s identity;

    • how you want access to be provided; and

    • the right you are exercising or protecting, and why the record is required for that purpose. If acting for someone else, include proof of authority to act on their behalf.

  3. Submit your request using the contact details below (and follow the submission method described in the PDF).

  4. Pay any request fee / deposit if applicable (see the fees section in the PAIA Manual PDF). Sterdts will only proceed once required payments have been received.

  5. Outcome notice: Sterdts will communicate the outcome using the process and forms described in the PAIA Manual (including Form 3).

Fees, deposits, timeframes, and possible refusal

  • Applicable fees and deposits are set out in the PAIA Manual PDF (see annexures).

  • Timeframes and outcome steps are described in the PAIA Manual PDF.

  • Access may be refused in certain situations permitted by PAIA. Refer to the PDF for the full grounds and wording.
